Right Hon. Viscount Reading (Sir

Rufus Isaacs), lord chief justice of
England, arrived in this country Sep-
tember 12 On an American steamship
from Great Britain. Ile is accompanied
by Lady Reading.
Lord Reading announced he was on
"a special mission ill behalf of the Brit-
ish war cabinet having to do with
finances." Ile was accompanied by
Colonel H. Swinton, an assistant sec-
retary to the British war cabinet, and J.
NI. Kaynes of the British treasury.
Lord Reading said he would go to
Washington immediately. In an inter-
view he said:
"I am .ver'y glad to find myself again
in the United States. As I approached
this country the contrast of my last visit
with the present forced itself upon me.
Two years ago, when I was here upon
a mission to negotiate an Anglo-French
loan, America was neutral. She was
then striving to uphold according to the
public law the rights of neutrals and
non-combatants and to •protect women
and children from outrage and slaugh-
ter.
"On this occasion I come on a mis-
sion from the British war cabinet—and
America is at Ivar--America, a nation
built upon the basis of liberty and dis-
tinguished by its great love of peace,
has been forced by Germany to fight
for freedom and humanity and for peace
of the world. Your president has left
no doubt that you are not waging this
war for military conquest or territory
or to impose your will on weaker na-
tions, but in his own words, to make the
world safe for democracy.'
"Many missions come to tliis country
to discuss and arrange with you impor-
tant details of co-operation and the war,
but the result of these missions, how-
ever successful, cannot have as far-
reaching an effect on the world's history
as the determination of the free people
to end a military tyranny which is a
perpetual menace to the security and
liberty of the world.
"Whatever these sacrifices, we have
never faltered in our determination to
achieve our object; and, depend upon it,
we shall not falter. Assisted and en-
couraged by your genius and resources
and by your unconquerable spirit, the
allies must will."

ZIONISM GAINING IN GERMAN
OPINION.

The advance that Zionism is making
in German public opinion is indicated
by an article which appeared in a recent
issue of the "Neueste Nachrichten" of
Munich, in which that well-known jour.
nal avowed itself an advocate of the
movement for the restoration of Pales-
tine to the Jewish people.
The article pays tribute to the political
sagacity of the Allies for having in-
cluded an "Independent Holy Land"
among its war purposes.
"Zionism," says the "Neueste Nach-
richten," "has become a question of first
magnitude, and Germany and Turkey .
have no choice but to give it most ser-
ious consideration."
