These rights are to be ir- revocable and not subject to amend- ment or alteration by state or muni- cipal legislatures. C.—Immediate Activity. 1. Preparation of public opinion in favor of our program and its propa- ganda among national parties and groups. 2. The organization of all Russian Jewry for the securing and safeguard- ing of these rights, within autono- mous territories and beyond their borders. 3. Such co-operation with all oth- er interested groups for the purpose of obtaining the proportional electoral system to the constitutional confer- ence, which will best serve the interest of the Jewish people. 4. The calling of the Jewish Con'- i , ress on a basis of universal, equal, direct and secret suffrage, with pro- portional representation and without sex distinction. This congress must, in addition to dealing with other ma- ture Jewish problems, evolve the foundations of Jewish national self- government and submit them in the name of Jewry to the constitutional conference. Since the holding of the conven- tion, a number of leading Zionists in Russia have found it necessary to op- pose the idea of introducing the fed- eral system in that country—that is, the division of the country into states, following the model of the United States. These men have argued that such a division would carry with it the division of the now practically coherent Jewry of Russia into small groups, lacking the numbers and strength to carry out the elaborate plan for self-government evolved at the convention. CORPORATION FORMED TO MEET DEMAND FOR TRUCK TRAILERS. In order to meet the growing de- mand for a heavy duty type of trailer, the Pioneer Trailer Corporation was recently organized. This organization is concentrating its activities on three types and three sizes, as follows: Semi-trailers in five, seven and a half, ten, and twelve and one-half capaci- ties. This concern has rendered a signal service to users of this type of trailer, as previous to its organization no one in the American market was building the types that have now sprung into great favor. Weber Tobolsk, His New Residence, Refused Citizenship to Jews, Who Were To Be Colonized There. Petrograd—Nicholas Romanoff is now a resident of Tobolsk, in western Siberia. This announcement has come from the Russian government. Secrecy surrounded the removal of the de- posed Russian emperor, the ex-em- press, their children and suite from Tsarskoe-Selo palace, August 14. Now comes this official statement: "Owing to reasons of state the gov- ernment decided to transfer to a new residence the ex-emperor and ex-em- press, who are detained under guard. The place selected was Tobolsk, where they were taken after requisite meas- ures to insure their safety. With them went of their own free will their chil- dren and certain of their entourage." Tobolsk is 1,500 miles from Petro- grad, and is on the eastern side of the lJral Mountains. It is the birthplace of the mystic monk, Rasputin, who was a prominent figure in Russia prior to the revolution. The name "Tobolsk" is associated with dark periods in the history of the Jews of Siberia. It was the govern- ment of Tobolsk that first decreed that the residence of a Jew registered in a community of Siberia is not Siberia at large, but merely the place of his reg- istration. The imperial senate upheld the Siberian governments in this ac- tion, which had the effect of practically reducing the position of many Siber- ian Jews to slavery, as they were with- out rights to leave the localities where they had registered. Drachman, of New York city, has been sent by the Jewish Board of Welfare Work in the United States army and navy to take charge of the social and religious work of the Jewish young men sta- tioned at Camp Custer, Battle Creek. Mr. Drachman was in Detroit this week for a conference with the local rabbis and others interested in the work. He will assume it a favor if all Jewish men in Michigan who enter the training camp at Battle Creek will send him their names either prior to their leaving home or as soon after their arrival at Battle Creek as'inay be possible.
