Compliments of

The Jews of Europe, and particu-
larly those of Russia, Poland, Rou-
mania and Austria, have since the be-
ginning of the war brought forward
the idea of Jewish national autonomy
in all of these lands. Basing their
claims on the avowed purposes of
both the entente allies and the central
powers to protect the rights of the
smaller nationalities, they demand
that these rights shall also be recog-
nized within the borders of the vari-
ous countries in which the Jews form
considerable minorities.
Only the vaguest notions of what
is included in the phrase "national
autonomy" have heretofore been
available. It has remained for the
Russians to clarify this phrase just as
they have clarified so many other
false conceptions of misinterpreta-
tions of Jewish aspiration. The Zion-
ist convention in Russia adopted a
program of national political demands
which embrace the whole of "national
autonomy" and this program is well
worth serious study.
Reciting first Jewish loyalty to the
temporary government, the conven-
tion set forth its confidence that the
constitutional conference will intro-
duce complete human liberty and
equality for all the inhabitants of the
land, including the rights of free wor-
ship, free speech, free press and uni-
versal suffrage without regard to sex;
the convention stressed the impor-
tance of strengthening the forces of
Jewry in the Diaspora. To obtain this
new strength, new cultural means
must be given the Jews especially in
such lands as Russia, where the Jews
actually live a group-life. The chaos
resultinLi- from the restrictions and
oppressions of the old regime has
made the need for a new form of or-
ganized Jewish life an imperative ne-
cessity, in the opinion of the conven-
tion. This new form of organization
must be constructed on national lines
in consonance with the needs of the
Jewish masses for self-government,
especially in a democracy.
Such an organization, the conven-
tion set forth, can be created and can
exist only if sanctioned and supported-
by the state.
Therefore it proposed:
A.—In the Sphere of National
Politics.
1. All nationalities shall have au-
tonomy and the Russian constitution-
al conference shall guarantee to na-
tional minorities the right of self-
government.
2. Full freedom in the use of lan-
guages of all nationalities in public
life.
3. In such places where any na-
tional minority reaches a definite
number or a definite percentage of
the whole population, such national
minority shall be permitted to address
governmental and communal bodies in
its own tongue and receive answers
in the same tongue. Official commu-
nications of government, state or mu-
nicipal bodies to the entire population
in such places must be made also in
the native tongues of those nationali-
ties which have reached the above
mentioned numbers or percentage.

B.—In the Sphere of Jewish Life.
1. The recognition of the Jewish
nationality as a whole with the right
of self-government in all branches of
national life.
"). All Jews who have not dis-
avowed Judaism and do not adhere to
any other faith shall be considered
members of the Jewish nation.
3. The functions of national self-
government shall be exercised through
communal vaads, territorial vaads and
state vaads. All these institutions
shall be created by means of general,
direct, equal, secret and proportional
ballot without distinction of sex.
4. Within the scope of the bodies
for national self-government shall in-
clude the establishment, maintenance
and support of institutions dealing
with:
(a) Cultural educational questions;
(b) Questions of religion;
(c) Social and economic problems;
(d) Regulation of change of abode
and migration;
( e) National health;
(f) Social welfare;
(Q- ) Vital statistics.
(Note.—With a view of securing
larger freedom in the matter of edu-
cation, each group of parents of a
definite number shall have the right
to open separate schools in accord-
ance with the program worked out by
such group, and upon condition of
preserving the minimum general edu-
cational program, such schools should
be maintained out of the municipal
budget.)
5. The various institutions of the
national self-government shall have
the right to disburse the moneys ap-
propriated proportionately from the
state and local treasuries for Jewish
needs. They shall have also the right
of imposing further taxes upon the
Jewish population.
6. The various institutions of the
national self-government shall be rec-
ognized as legal corporations.
7. The territorial and the state
vaads shall have the right to petition
territorial and state legislatures, re-
spectively.
8. The state vaad shall have a right
to communicate with Jewish institu-
tions and organizations in other lands
on general Jewish questions.
9. The recognition of the right of
the Jews to substitute Sabbath for
Sunday and holidays for non-Jewish
holidays.
10. The recognition of the right to
Sabbath and holiday rest, and the use
of Jewish ritual in the general schools
and in the compulsory state service,
and, for those desiring it, in the gen-
eral state institutions.
11. The national rights of the
Jewish population shall be established
and guaranteed by the state legisla-
