For the first time since the organi-
zation of the Zemstvos in Russia, Jews
were permitted' to send delegates to
that body. The Jewish colonists of
the province of Kherson recently
elected two representatives, Lubarsky
and Weiman, as delegates to the
Zemstvo. • The Crown Rabbi, Kreps,
was deposed from his position in the
colonies. Kreps was at one time crown
Rabbi at Odessa, where he made com-
mon cause with the reactionary gov-
ernment officials, and through that
later received the appointment in the
colonies. The colonists also organ-
ized themselves in a body and decided
to open additional schools; td issue a
newspaper and to engage in other ac-
tivities of a communal nature. They
also agreed to send large food sup-
plies to the army and navy.
The Russian Ministry of Railways
for the first time is engaging a large
number of Jews in the railway serv-
ice. Under the old regime, no Jews
were permitted to serve at the rail-
ways in any capacity.
The goyernment is now working
out a bill providing for the change
of religion on the part of any indi-
vidual. According to this bill, even
Christians will be allowed to become
Jews, a process that was strictly for-
bidden in Russia at all times.
