GRAND 420 "Where Quality and Service Reign" The Provisional Executive Committee for General Zionist Affairs authorizes the publication of the following state- ment as expressing its position with regard to the present political situation regarding Palestine and the Zionist Movement : At a meeting of the Provisional Zion- ist Committee held Sunday, May 20th, a report was presented in behalf of the Political committee by the Honorary President, Justice Louis D. Brandeis, setting forth the various negotiations- undertaken by the Zionist organization in Russia, England, France, Italy and the United States, showing that the po- litical prospects of the Zionist move- ment are in a very hopeful condition. The attitude of the Governments is such that if the Zionist organization will strengthen itself sufficiently, there is strongest reason to believe that the Zionist end will be attained. It was reported that the only statesmanship which can be thoroughly successful is the strengthening of the organization, and to this end it was decided to de- velop the organization through a shekel campaign. It should be possible to en- roll two hundred thousand members, and through these two hundred thou- sand members, to raise an annual in- come of one million dollars. In view of the greatly enlarged sym- pathies which the Zionist movement has attained, the Zionist organization de- clares that it offers a welcome to all Jews who, though not hitherto Zionists, are now willing to join the organization. The Zionist ranks are open to every Jew, but it must be recognized that the only practical and possible approach to the re-establishment of the Jewish people in Palestine is through the ac- ceptance of the Basle program. Whatever progress had been made by the Zionist movement up to now, either in the development of the organization or in the successful pre- sentation of the aims of the movement to various governments, has been in strict adhesion to that program, which infers, as its essence, the recognition of the program of the,Zionist organiza- tion. \Vithout it, the 'program would be nothing. \Vithout it Palestinian insti- tutions could not stand for a moment. What has been done in America, and what has been done elsewhere, has been (lone through the organization and, therefore, adherence to the Basle pro- gram, implies adherence to the organi- zation.
