Please note the following section from the General Rules of Election:

INDEPENDENT NOMINATIONS

Section 35. Three hundred voters residing within the same Jewish Congress Dis-
trict shall have the right to nominate a candidate for representative to the Jewish Con-
gress, by petition, upon payment of a fee of $3.00.
Independent petitions should be signed in duplicate, one copy being sent to the Gen-
eral Board of Elections, 1 Madison Avenue, New York City, and the other to your dis-
trict Board of Elections, together with the fee of $3.00, and should be filed before noon,
May 31, 1917. Blanks may be secured from your district headquarters.
The official form of nominating petition is given below :

SECTION 24: A candidate for representative from any district to the Jewish Congress must be a citizen of the
United States, a resident of one of the states wherein the said district is situated, and a member of some Jewish
organization.
No Person May Sign More Than One (1) Petition.

Each of the undersigned does hereby certify that he (or she) is a Jew, over twenty-one
years old and qualified to vote at the election for representatives to the AMERICAN
JEWISH CONGRESS, and that he (or she) does hereby nominate the person named
below as a candidate for election to the said AMERICAN JEWISH CONGRESS, to be
voted for at the official election to be held on the Tenth day of June, 1917, and it is his
(or her) intention to support at the ensuing election the candidacy of the said person.
