Young Social Worker Interested Rosen-
wald For Large Gift

Jacob Billikopf Is Active Director of Campaign for Ten Million
Dollar Relief Fund.

Julius Rosenwald's magnanimous gift
of 10 per cent. of the $10,000,000 Jewish

War Relief Fund has made a tremen-
dous impression in all Jewish quarters.
The entire Jewish press responded with
inspiring leaders. Orthodox and ' Re-
formers, Zionists and "Genossen," all
realized that Mr. Rosenwald's donation
implied more, much more, than a mere
sum of money. Considering the cir-
cumstances and the manner in which it
is made, the donation is a great and
most noble act.
Very few, however, are acquainted
with the circumstances which preceded
this relief contribution, and how it came
to be made.
The man who is directing the ten mil-
lion dollar relief fund and who is main-
ly responsible for the gift of one million
dollars of Julius Rosenwald is Jacob
Billikopf, a social worker of New York.
Of this notable achievement, Mr. Billi-
kopf said: -
"The idea did not originate with me,"
Mr. Billikopf commenced. "Here in New
York those directing the relief work
came to the conclusion that in order to
stimulate the work it would be well if a
single individual were found who would
donate a large sum, conditional upon
the donation of all others. And they
further concluded that Mr. Julius Ros-
enwald was the only suitable person to
effect such a move. Then it was that
I was invited to step in, for the ex-
press purpose of approaching' Mr. Ros-
enwald and putting the suggestion before
him. Originally, I was not particularly
disposed to take the matter up, but due
consideration led me to accept the in-
vitation.
"Actually, the undertaking proved very
easy, far easier than I had anticipated.
My interview with Mr. Rosenwald last-
ed only a quarter of an hour. He was
at that time at Washington. and I met
him at twelve minutes of twelve at noon.
Three minutes past twelve, I had al-
ready secured his promise that for every
million dollars gathered by the Jewish
Relief Organization, he will give one
hundred thousand dollars, up. to the
sum of one million.
"This accomplishment in so short a
time is not extraordinary. Very briefly
I related to him the existing conditions

All this, he no doubt. knew himself. I
told him how relief activities had slack-
ened in this country. The great Jewish
public had become so accustomed to the
horrors their brethren were subject to.
that appeals left them unmoved. Our
hope to revive the practical interest of
the people now centered on finding some
one who will donate a big sum, on con-
dition that all others in the community
should do their share. Mr. Rosenwald
listened very attentively, and at the end
only asked:
"'Are you convinced that this will
have the desired effect?' And I answer-
ed, 'yes,' for it really was my convic-
tion that Mr. Rosenwald's example
would he followed by a great many. by
the greater portion of American
Jewry."
Mr. Billikopf has taken complete
charge of the 1917 campaign for a ten-
million-dollar relief fund. and has tem-
porarily given up all his other connec-
tions in order to devote himself ex-
clusively to this work. And there is
no doubt that he will bring the campaign
to a successful issue. Everyone who
knows him has the utmost confidence in
him.
Mr. Billikopf comes from _Russia. a
brother of his being the director of a
Jewish school in Minsk. He reached this
country at the age of fifteen and gave
himself over to study. He is now 30
years old.

Baron Edmond de Rothschild. of
Paris. has forwarded 200,000 francs
for the benefit of ex-soldiers suffering
from tuberculosis.

Sleeper Warns
Cities They Must
Do Own Guarding

Lansing, Mich.. April l0.—Governor Sleeper
today sent the following proclamation to may-
ors of all cities, village presidents, sheriffs and
chiefs of police:
"Requests have been made to the executive
office for guards to be supplied by the state
for the protection of municipal and industrial
plants in various communities.
"In view of the situation I deem it advis-
able to caution you that the state is not pre-
pared to furnish guards for such purposes and
it is expected that the responsible officers of
counties, cities and towns will continue to ex-
ercise the police powers vested in them, and
take such measures as they deem wise to safe-
guard the interests of their people, subject to
such supervision as the state may decide to
be necessary."
