Judge Manuel Levine Gives Timely Talk Before rk
B'Nai B'Rith

Cleveland Jurist Pleads for Simplification of Court System—
Large Court Attends Annual Lecture

B, fore a large audience that taxed
the capacity of the hall, Judge Manuel
Levine, the distinguished authority on
municipal court systems in America,
spoke on "Balancing Justice," under
the auspices of Pisgah Lodge, Inde-
pendent Order of B'Nai B'Rith, at the
Hotel Statler on Wednesday night.
Judge Levine pointed out the defec-
tiveness of the justice court system
still in vogue in many American cit-
ies and declared it to be antiquated
and entirely inefficient. He expressed
the hope that Detroit would soon do
away with its justice court system
and adopt the municipal court, with
its greater dignity and ability to han-
dle litigation in a systematic manner.
He argued for greater justice and less
form and technicality. He related his
own experiences his 14 years of
service in municipal court work in
Cleveland, and stated that he consid-
ered justice the "science of obtaining
human balance."

Russian Government Honors Italian
Jews.

Rome.—The Russian government
awarded the Cross of San Stanialas
to the Jewish Italian officer, Colonel
Eimtnuele. Pugliese, a most unusual
act for the czar's officials.

Jewish Alliance of France in Support
of German Refugees.

Paris.—The "Alliance Israelite Uni-
versaille" haS decided to contribute
5,000 francs monthly toward the re-
lief of Jewish refugees in Germany
and Austria.

Judge Levine is one of the few men
in the country today who are showing
the public a way out of the legal
jungle. These men arc doing more
than all the bar associations and leg-
islatures combined to abolish delay
and technicalities in legal procedure,
to bring law into harmony with com-
mon sense and to restore lawyers and
judges to the confidence and respect
of the people. The life of Judge Le-
vine has been remarkable in that he
came to America from Russia but
twenty years ago and is a type of pub-
lic-spirited citizen to be emulated by
all men.
The meeting at the Statler was at-
tended by many members of the Bar
Association of this city, who are par-
ticularly interested in the subject of
court reform, owing to the proposed
changes in the court systems of De-
troit.

STOCKHOLM. — Russian newspa-
pers issued prior to the revolution,
which have just reached us, bring the
report that Baron Abraham Alfred
Ginzburg has been given the army
title of "Porudtchick" (Lieutenant).
How it happened that under the
Czar's government such high military
rank should have been accorded a
Jew is not shown. Apparently, the
censor was not disposed to pass
through that information.
The death is reported from Turk-
estan of•the head physician of the lo-
cal hospital, Dr. I. A. Gerslmni.
