liberties, which were never granted.
A duma was created, but the first as-
sembly was soon dissolved, and sub-
sequent sittings of the duma met with
the same fate as soon as their actions
displeased the despotic regime. The
czar was still the supreme autocrat.
The duma acted only in an "advisory"
capacity. The act of June, 1907,
sought to deprive the people of the
legislative rights promised them. The
next ten years witnessed a struggle
to retain whatever concessions had
been granted in 1905, but the people
gradually lost and the friends of lib-
erty were in great despair. The great
war came and the hopes of the pat-
riots were again aroused. The great
sacrifices of the people forced their
participation in the administrative af-
fairs of the nation and they succeeded
in gaining greater power. A crisis
came with the assassination of the
"mystic monk," Gregory Rasputin, on
Jan. 1, 1917. He was reputed to have
been the insidious power behind the
throne of the weak Romanoff and Was
suspected of being the instigator of
the pro-German plots.
Russia to Be Republic.
Present indications point to the es-
tablishment of a republic in Russia.
The form of government will be defi-
nitely decided by a constitutional con-
vention of delegates to be elected by
the people on a basis of universal
suffrage. The belief prevails that the
convention will go farther than the
prevalent American constitution and
instead of a president will delegate
the .executive power to a commission.
At any event the old regime is dead
and nothing can resurrect it.

• The Young Men's Hebrew Associa-
tion has taken a noteworthy step in
the direction of the ultimate construc-
tion of a great Y: M. H. A. building
in Detroit.
At a special rally in Y. M. H. A.
hall, Willis and Brush, Monday even-
ing of this week, it was announced
that the board of directors had pur-
chased a magnificent site at the north-
east corner of Hancock and Beaubien
streets as the future home of the Y.
M. H. A.
The announcement was received
with great enthusiasm. The location
is ideal and the site is sufficiently
large to permit. the erection of a build-
ing that will parallel the work of the
Y. M. C. A. The property is 118 by
143. At the Monday evening meet-
ing the members of the organization
subscribed nearly $5,000 to a holding
company that will take immediate
possession of the property and turn
it over to the Y. M. H. A. when it is
ready for it.
To Be Raised by Popular Subscrip-
tion.
The balance will also be raised
among members of the Y. M. H. A.
ThOse who were not present Monday
evening will be notified by letter of
the opportunity before them. No one
is permitted to subscribe a large
amount. The whole proposition is a
popular one, even to the amounts of
the subscriptions.
The holding company is being or-
ganized, now,, the details being in
charge of Arthur FiTel, vice-presi-
dent of the Y. M. H. A.

The fight for freedom in Russia had
been going on for years. The recent
movement may be said to date from
the event of "Bloody Sunday," when
the revolution was defeated with a ter-
rible loss of life. This upheaval had
a tremendous moral effect on the gov-
