The world war is largely a war
of munitions. The splendid vic-
tories of the Germans over the allies
which marked the beginning of the
European struggle have been caused
largely by the fact that the former
possessed greater. quantities of ex-
plosives and munitions than did
their opponents. The present steady
turnipg of the tide, the glorious
successes achieved on all fronts
against the Teutonic allies, is equal-
ly clue to the practically unlimited
supply of ammunition of the allies.
Consequently, the biggest prob-
lem with which the warring powers
of Europe are c onfronted at the
present time is the problem of se-
