The Republican platform contains the following declaration :

It is safe to assume that you and . your associates have been so
greatly concerned with the commissions and profits which are to re-
sult from the arranging of the credit which you have conferred upon
the Russian Government' that you did not take advantage of the
opportunity which presented itself to you of inducing that Govern-
ment to recognize the right and justice of the American contention which
led to the termination of the former treaty. It is quite possible that
the hope of profit may enable your syndicate to dump this credit upon
your subscribers, but I doubt very much whether when the American
people shall appreciate just what you have done, you and the banking
community in this country will have gained in their good opinion. You
have struck a foul blow at American citizenship at a time when it is
the paramount duty of all Americans to stand together as one, to avoid
entangling alliances, to maintain the strictest neutrality, to have regard
for its dignity and its honor.
